    I want to be an emperor of the united empire~but it seems that attacking brother substates will result in huge punishment?

    Ys, I am in the process of exterminating every single one of my former allies to be stronger, and have more fun when Chaos hits.

    you have to send a diplomat to one of your allies and sever your alliance, than you can attack.

    I want to establish an united Sigma Empire, but how to avoid converting to chaos while attacking the brother states and take up their lands and cities?

    Do u image an one province attacking others while fighting chaos ? you're an heteric for sure ,
