I move it to Rhosgobel.
Agreed, Rhosgobel. I used to move it a lot when it cost nothing (2.1) but in the new version I pick a good spot and stick with it. After initial conquests, either Rhosgobel or Beorn's Halls is best. Rhosgobel wins out after you take the fight to Mordor (or Rhun). Check your income before and after, you'll see that you make up the cost pretty quickly.
as silvan elves generally expand to west (OOTMM) and south (mordor), it's better to move your capital to caras galadhon

I would agree that moving your capital all the way to Caras Galadhon is suitable only if you expand quickly. But I really can't force myself to turtle so much that I don't connect my lands after 25 turns at the most. Fighting only rebels, mind you. If you take just the rebel settlements in between the two starting positions, nothing else, then either Beorn's Halls or Rhosgobel is already more central than Eryn Dolen.
Yes, my style is not to turtle, but it's almost the same:
My goal is to grow my settlements. So every has a general as governor.
So I have only one attack army, and it can't be numerous as already my governors and making beautiful my settlements (buildings) cost me much.
So, I tend to react defensively for very long, until my economy becomes very good and gives me the upkeep for a beautiful big army of heavies. Then I become unstoppable, but often too late...
I choose my capital in the silvan woods, so it can't be Rhosgobel. After my long beginning with Eryn Dolen, I often make Dol Guldur my capital for end game.

I sometimes change it to Ost-in-Gil because I expanded more to the South than to the West
At the beginning I always send Legolas first to Rhosgobel and change it to my capital.
The problem with Rhosgobel is that it has no walls and unless you control Dol Guldur and Wilderland the AI will "sneak" past and take it before you can react, costing you 5000 to 10000 coins...
I wait until I rush Dol Guldur and then move it there. I usually go for Rhun once I've kicked Mordor out of Mirkwood and taken Moria from the Orcs. Why? The rich lands of Rhun can easily make a difference in your campaign and it will prevent the Dwarves to the north getting too strong, along with Dale. Once cut off, they usually keep bothering the Orc factions and their lands don't really appeal to me, except for Moria, economy and military wise.
I'm too much of an RP nerd to move my capital anywhere that doesn't fit the factions lore at least a little bit.

- Dale: Dale, Esgaroth and Dorwinion
- Dwarves: Erebor, Gundabad and Khazad Dum
- Gondor: Minas Tirith, Osgiliath, Minas Ithil (Possibly Dol Amroth)
- Eriador/Arnor: Bree, Annuminas, Fornost
- Rohan: Edoras
@Hallow: I can respect that. Rhosgobel is close enough for my idea of RP (I think Tolkien wrote it was under the eaves of Mirkwood or something like that). I'd add a few settlements to your list in any case. Both the dwarves and Rohan have had to make do without any of your listed capitals at times, so I'd grant them their temporary capitals as options.
