I hereby propose that the Pro-Consul of Iberia, Albanus Vespillo, is given the freedom to pursue diplomatic relations with the tribes of Iberia with these aims;

1. To ascertain the general power of each tribe outlined in the struggle presented to us in the recent letter we received from the Barbarian Warlord Casturix

To The Senate and People of Rome,

I, Casturix, chieftain of the tribe of Tartessians, do hereby approach you to pursue a treaty of alliance and peace between out peoples. For long the Celt-Iberians and Lusitanians have threatened our borders, raiding our settlements and destroying our crops. I place my tribe under the protection of Rome. I implore the Senate to send us aid. In return I shall provide troops and tribute to the Senate in exchange for protection. When this threat has been neutralized, our tribe will willingly submit to the authority of Rome.


2. The Pro-Consul shall deal with either side separately in an attempt to find,
a) The best way to divert the attention of the struggles away from Roman land
b) The side that will offer us the most should we join them
c) Any weaknesses and strengths the tribes have, that can be used as information should we go to war with them. (examples of this shall include troop positions and numbers, lands and leaders.)

3. The Pro-Consul is limited in what he can offer either side. Unless a deal is particularly urgent and Rome would gain much from it, the Pro-Consul is to inform the Senate of all offers and demands whereby the Senate shall decide upon the best course of action. In the case that the Pro-Consul does make a decision and that decision does not benefit Rome, but instead weakens her, he is to be stripped of all rank and brought before the Praetors for his crimes.

4. The Pro-Consul shall not be given imperium to lead troops or to send Roman Soldiers to engage any enemy unless they infringe upon Roman lands. The only circumstance whereby he may take the fight past Rome's borders is if he has the express permission of the Senate.
