You need to have your faction leader in the city w/ a palantir. He also has to be the governator. Sometimes if you have multiple generals/family members in one of the city's someone else will be governor. So move them out until your faction leader becomes gov and then press f3.
Not the faction leader: the one with the Authorisation retinue must be governor in the Palantir settlement.

The only thing that the Help doesn't mention is that the first usage won't be possible until turn 5, as someone pointed out. It is implied by the "available every 5 turns" but it could have been clearer.
And could be noted just in case, as others as well as myself done the mistake, don't be hasty as Treebeard would say: first the 5th turn you may use it.

In all seriousness, I don't really use it in viewing my own lands, because A: You should have enough watchtowers and info to know your own lands already, and B: Mordor likes to put fake stacks in your lands, and so you can't really trust it anyways. It is helpful to keep an eye on allies, as well as observe the development of outside enemies and if they are growing close to you (and sometimes watch invasion stacks march towards Minas Tirith or Osgiliath)
