I don't know. I think chaos hits the Empire harder than Kislev. Historically in the lore Kislev always bore the brunt of chaos attacks, but in this particular war the chaos plan was to -not- get bogged down in Kislev but instead bypass them to attack the heartland of the Empire directly. The scripted battles in the CoW campaign reflect this.
Of course, when playing Kislev it's still sensible to aid the empire in dealing with their chaos incursions just to make sure there's someone left to fight the big invasion. The chaos armies may mostly pass you by, but if they take the Empire you'll be fighting a highly unpleasant two-front war.
As for their roster though, there's no need to fight with all-cavalry armies at all if you don't want to. Kislev halberdiers are a bit weaker than their Empire counterparts but they're still very capable troops. Kislev Spearmen are much better than the Empire version because they get the spearwall ability. The Kreml Guard outmatches Greatswords by a considerable margin. Kislev musketeers are more expensive than Empire handgunners, but they're also better. The Kislev mortar is (i.m.o.) the best artillery unit in the game.The only thing Kislev doesn't have is swordsmen and crossbowmen, but you can always recruit Dwarves if you really want units like that.
In my campaign I maintained a few cavalry armies for rapid response but my main forces consisted of combined arms infantry/cavalry armies. I also had a siege stack that was mostly infantry based and had a lot of mortars.
A great selling point for me is that Kislev units look fantastic. With armour upgrades even the basic halberdiers and spearmen look very good in their cuirasses. The only units I'm not too fond of are kossacks and the horsearchers. The faction music is amazing too.
