I don't know the 1, but 0.15 is the rate at which they become available for recruitment, 2 is the max you can have ready to recruit and 0 is the experience

hmm...i see..The 1 could mean that it takes 1 turn for them to train and be ready, as some high end units take several turn to recruit

1 is an account of units available at start.
0.15 is a replenish rate.
2 is maximum account of available units.
0 is a level of experience.
And of course you can make this units available for every factions you want.

Hepan, in export_descr_buildings.txt...
Using "Gondor Spearmen" as an example (but I now realise this isn't one you were asking about)...
"Gondor Spearmen" is found under barracks -> city_watch (level 3 barracks) and higher levels. Just copy those lines (3 lines in vanilla 3.1) to the lower levels: town_watch & town_guard. Then do a similar thing for castle_barracks: copy from militia_drill_square (level 4) to town_watch, town_guard & city_watch.
Likewise for other units. Whatever level they first appear, copy them to lower levels.
Make a backup of the file first.
