You could play around with scripts like the "campaign_script".
There you can edit/lower AI advantages regarding money, invasions, "last stand" stack spams and stuff. It is easily understanable, if you just play around a bit (don't forget to backup) you will have no problem with it. Same goes for other files like "descr_strat" where you can change start conditions, money, resources etc.
I myself have edited these as well, as I always love to start slowly so I lower the money/starting buildings and units of each faction, weaken the AI for the beginning (as it would be impossible then for me when starting slow) and everythign works fine. I am running a cool Rohan campaign on vh/vh am at turn 150, all factions are still alive and pretty balanced atm, Isengard did not trouble me the first few rounds, i could start slowly and they grew stronger and stronger and it became more difficult, so exactly how i wanted it to be 
If you play around with it a bit and change some things, you should be able to get the effect you want.
