Is there a way to set the game so that the map can be seen ( to see all of the cities and regions) without actually removing the fog of war (so that you wouldn't know what was going on in areas where you have no players)?

I suppose you can try using the "toggle_fow" cheat and see if it works. Use it once to turn off the fog of war then again to turn it on.

I believe when you turn it on and off, it does what you want.
Which version/mod are you playing? Probably somebody has uploaded the campaign map of whatever version of MTW2 you are playing to this forum. For instance, there is a fantastic TATW campaign map available. I suggest you search for the map on this forum. Otherwise why not just use the in-game options - buy/ exchange map information via diplomats, and send out spies?
I was curious because I have been watching "Let's Play" videos of Empire and Napoleon and the entire campaign map is revealed in all of the videos that I have seen. It's revealed even at the beginning of the game before any exploring has been done.
It can be a little frustrating with a first try of a new campaign / map you don't know.
what makes it so annoying is... Movement points!! When you try up a mod or campaign, for the first time and have no idea A - how many provinces there are B - obstacles / limitations C - where the actual settlements are .. etc, its annoying.
Once you already been through a campaign / know the map, you know its no big deal at all -- just the curiousity of "what are the enemies doing".
You should start up a campaign,, use Toggle_Fow - take a good long look all over the map. Quit, and start again a fresh new campaign (with or without the same faction, i recommend not the same faction)
You could use force_diplomacy to have your enemies all reveal map information.
I just noticed that TATW now has a "look into the palantir" option - perhaps that should be a feature of all the games provided it has the same dangers ie you become a slave of the Dark Lord and are unable to sleep or eat until you have conqured the known world and filled it with his minions moo ha haa haa!!!

Why is the entire map revealed in Empire and Napoleon, but it isn't in Mwedieval and it's considered cheating in Medieval?
