Yeah they send their kings or kings-to-be to study in Gondor because all they talk about in Rohan is horses.
That's one strange simplification
The Eorlings, or the Rohirrim as they were called in Gondor, still used their own northern tongue; for the Riders of Rohan had come out of Éothéod near the sources of Anduin only some five hundred years before the days here spoken of.
- HoME 12
Most of the Men of the northern regions of the Westlands were descended from the Edain of the First Age, or from their close kin. Their languages were, therefore, related to the Adûnaic, and some still preserved a likeness to the Common Speech ... From the lands between the Gladden and the Carrock came the folk that were known in Gondor as the Rohirrim, Masters of Horses. They still spoke their ancestral tongue, and gave new names in it to nearly all the places in their new country: and they called themselves the Eorlings, or the Men of the Riddermark. But the lords of that people used the Common Speech freely, and spoke it nobly after the manner of their allies in Gondor; for in Gondor whence it came the Westron kept still a more gracious and antique style.

Not really, while I can see its read like that haha, my bad!
I do not know weither their language were influenced by horse sounds so do not deny it (never been that interested in Tolkiens linguistics), just pointing at that it can hardly be said been based upon horse sounds, from what do have read.

How does Libraries/Universities affect traits anyway?
Yes the lure implies common speech, but the culture would certainly be exposed to Gondor, so it makes no sense to me that we don't have an option for a libray.

AFAIK I remember one chapter said that they 'sung' their history with 'hymns' without books or words-
This would render them without books, but bards and something else?
(This is according to the 'double-translations' which I read in my youth and translate back into English by myself...)

Dunno which traits/ancs that are ingame that will be affected but it can look like this. Triggers make traits/ancs available and those triggers have conditions;
Code:;------------------------------------------ Trigger sitting_around_town_with_university WhenToTest CharacterTurnEnd Condition IsGeneral and EndedInSettlement and RemainingMPPercentage = 100 and SettlementBuildingExists = university Affects MathematicsSkill 1 Chance 5 Affects Cultured 1 Chance 3

Yes. So it's a good idea to build them.
...I don't think they've messed with it since 2.4. I've had personal issues that has kept me from home and thus Third Age for a few months.
