I've noticed that too. Well, I guess it would be strange to have a road leading up to the hidden Henneth Annun...
The north-south road though would be toaly LORE. But I gueass it is not possible to have a road in a region that's not leading to the settlement.
You could adjust the settlement model so that it covered where the part of the road branching off to it is with what looks like more trees and grass. That way you would have the road and it would look like it wasnt connected to the settlement. Not sure how difficult that would be to make though.
Or simply make E-Osgilliath border dagorlad so you can still have a road and have Henneth Annun hidden![]()
It would be a road between East Osgiliath and Cair Andros, but not for Henneth Annûn.

and East Osgiliath's region would need to be changed to North Ithilien... i could be possible to make a road "texture" but without the little horse drawn carriges on it. just needs a little paint job is all XD

well if u wanna risk having the pro-lore people (i like to call them the people with no imagination) comming after you then go ahead and add a settlement in North Ithilien that wasnt in the books. (god forbid) lol
And I would really ask you to refrain from doing so.I consider myself one of these "lore people" and i can imagine a lot of things. Hell I wrote an alternative history of Gondor with more than 400 pages (and a friend of mine the equivalent for Arnor) and I invented lots and lots of stuff but I don't ask to have White Elves or Rosswaith or Northlings or Utlach included in this mod. The reason for that ist simple: This is a Lord of the Rings mod. We have to elaborate the things that were there but Tolkien didn't describe in detail, but inventing new stuff has to move within strict limits in this case. Of course we can call this mod finished and say 3.1 is the last Third Age version, now we start new with Middle Earth fun mod 1.0. And of course no reasonable person will have anything against some of the wilder ideas as a base for submods.
As for non-Tolkien settlements there are already lots of them in the game and I don't really see a problem with that, otherwise the map would be really empty. The only thing is that you have to think what kind of a region is it that you are talking about. Now the problem with Ithilien in that case is that according to Tolkien it was totally deserted at that time, so it is a stretch to have people live there at all, though necessary for game mechanics.
EDIT: Sorry for the rant but the "screw lore"-people just get a bit rampant lately, I was not only referring to your post here...

We prefer "people who don't force their made upon other people trying to enjoy a lord of the rings mod".
Not unlike other people I can think up lots of things that never happened or existed within Middle Earth. The difference is that I don't advocate it being put into a mod (unless necessary) that other people also play and enjoy. I guess I'm just selfless that way![]()
not for the sake of argument but isnt that how LotR got started in the first place? a guy unknown to the world sitting in his office writing fantastic, almost insane, storys of a world that doesnt exist and creatures that would make picasso do a double take? so in adding what you might call "made up" we are in essence paying hommage to thegreat man who created the fantastical world we know of now as middle earth. it did, after all, get to where it is now by being strange and against the grain
i mean the people who take Tolkeins works word for word and leave it at that... the zealots who feel that anything more or less than whats directly from the books is blasphemous and is worthy of being burned at the stake for XD
Couldn't Ithilien be given a settlement that is off the map so it can not be taken?

Well it could be made a small village with almost no population... it would be near deserted and thus in accordance with the lore... Of course once the AI gets it it'll boom due to their pop-growth bonus... but I guess that's something we all have to live with already anyway...
back in topic, what do you think about my suggestion?
Would be Ok by me I guess... don't know if I would exactly call it necessary though because I would call the Henneth Annun roads quite a minor issue.
I wonder if it could be possible to make a building in Henneth Annun that made roads in the region, but only after all Ithilien settlements and Minas Ithil was captured by Gondor?
