High Elf Faction Questions
I'm playing 3.1 w/o any submods. I have my faction Heir (original guy) in Ost-in-Edhil, Faction Leader (Elrond) in Michel Delving and since moving my capital from Elostirion to Ost-in-Edhil the four core citys (Forlond, Harlond, Mithlond, Elostirion) and Imladris all have 10 percent Cultural Unrest despite the culture for Elves in each showing as 100%. What can be done to lower it?
I also remember seeing something about restoring the ancient Elven Kingdom, does anyone have a list of the cities needed for that?

I can't really answer the first one, but I think restoring the Elven kingdoms requires a submod. I know it's included in Baron's compilation.
Edit: For High Elves you must hold: Mithlond, Harlond, Forlond, Elostirion, Ost-in-Edhil, Eryn Vorn, and Imladris. Then you must develop Ost-in-Edhil into a city, if it isn't already, then you must build the History Guild, 3rd level, and the Jewel Smith Guild, 2nd level, in any town, and you will be given the option to reform Lindon.
For Silvan Elves: hold Cerin Amroth, Caras Galadhon, Eryn Dolen, Dol Guldur, Emyn-nu-Fuin, Thranduil's Halls, and Ost-in-Gil. Dol Guldur and Thranduil's Halls must be developed into cities if they aren't. Then you must build the Forester Guild in any town, and the Dance Guild, 2nd level, in any town, and you will be able to reform the Woodland Realm.
