    Icon10 How to give autonomy?

I have all 3 hobbit settlements as Eriador. How can I give them autonomy to be able to build hobbit units?

    Am I stupid or something?

When I played as Eriador I got a message at the beginning of a turn to either accept or decline autonomy. When you accept those Shire regions seem to become auto managed and you can't train units or build buildings in those cities.
However I did get instantly built roads and Hobbit reinforcements from time to time.

Did you get that message soon after you captured hobbit settlements? Because I didn't get any message.

While capturing all Hobbit regions or capturing Fangorn and holding these regions u get a message that you are able to give them Autonomy.
If the message doesn't pop up immediately, it will soon.
And if after, lets say 15 turns, nothing happens u should look up the system.log and check if there are any errors there.
U did install 3.0 and 3.1 patch right?

It usually takes 3-5 turns till you get the message.
