how does one go about rebuilding the ruins of each of these great fortresses?

You can not rebuild Fornost Erain, Amun Sul, The North-South Road, The Lond Daer Harbour or The Bridge of Tharbad until you have changed to Arnor, conquered the required regions to change to The Reunited Kingdom, gained an alliance with Arnor and defeated The Orcs of Gundabad.

It is meant as the final step to building The Reunited Kingdom and thus can not be started until all else is acheived.

No idea for Amon Sul, but something easy can be done to get Fornost and Tharbad ruined at the beggining of the game... http://www.twcenter.net/forums/showthread.php?t=513632

Edit... actually, yes, there would be an idea for Amon Sul, obviously... it may get the generic castle model and citadel battle map just like Fornost in my concept. But I am not sure it would be a good thing as it removes a custom battle map... so I won't do that.

Amon Sul and Fornost Erain can be rebuilt in the Baron Samedi Compilation.

Yes, you have to first fulfil the conditions of becoming Arnor, then wait until Fornost grows into a Fortress. Then you can re-build the ruins.
Look in the description of the Elendilmir, the Star of Elendil (one of Aragorns ancilliaries) to know how.

Does Amun Sul and Fornost have unique settlements for sieges? I ask because if they did it would be a bit of a waste considering that by the time you have rebuilt them they are no longer in danger.

You mean like Minas Tirith? and Osgiliath

(when you rebuild it you easly have taken out Mordor,most of harad)

so... you have to become the mightiest of all factions ( win the game )... then you can rebuild it at turn 300+ ?!

Not really, it is possible to get both of them by around turn 150 and if you are not obsessed nwith conquering the enemy and only take the lands that are needed there will still be many great wars after rebuilding the fortresses. I say that the fortresses of Fornost Erain and Amun Sul become useless by the time that you can rebuild them because you will have to conquere The Orcs of Gundabad before you can even start the rebuilding process which means they will no longer border an enemy.

well I've worked hard. re established arnor and guess what?
no option to rebuild either. I'd like to say yes, both are at fortress level.

Perhaps if you re-read the page. Fornost Erain, Amun Sul, The North-South Road, The Lond Daer Harbour and The Bridge of Tharbad are the final parts to creating the Reunited Kingdom therefore you must first:
1: Destroy The Orcs of Gundabad
2: Capture Gundabad, Carn Dum, Gram and Lond Daer.
3: Make sure you still have all of your original regions and that you are still allied to Gondor.
4: Make sure you have the required city/castle size.
Once they are all done you can start the rebuilding.
