    Default Turning to Arnor while Shire independent?

    The title pretty much includes my question: The in-game conditions for turning Eriador into Arnor include owning the complete shire, as far as i understood. So i wondered if giving the shire independence would make it impossible to turn into Arnor.

    No, you will formaly keep the Shire as a region and should be able to turn into Arnor without any problems.

    I'm trying the re-emerge Arnor myself and the steps were previously this:

    Step 1: Capture Hoarwell, Tharbad and Coldfells while retaining control of your starter settlements.
    Step 2: Secure an alliance with Gondor
    Step 3: Build the House of Kings in Annúminas (Requires a large city, best way to achieve this fast is to use Aragorn as a governor in Annúminas and set taxes to low and focus on farms/culture buildings first)

    Are there additional regions that need to be captured now? Because I have an alliance with Gondor and I built the House of Kings but I still have not changed.

    @PGeo36 You need to control Athilin and the Shire, and Aragorn must be alive
