Default How do I stop automatic unit building?

I'm playing as England right now, my first campaign, and am having a rather annoying problem.

A lot of my cities that are being auto-managed keep producing useless units. For instance Caernarvon, which is on a growth build policy, keeps making balistas. It's very draining on my resources and time. I have to go around to each city and check it's army to make sure it didn't build extra units that arent free upkeep. Once I was busy in the south fighting venice and forgot to do this for a few turns, went back to check on carnarvon and the city had built 9(!!!) balistas and London (financial build policy) had produced 8 cavalry militia. Can this be stopped? It's ridiculously annoying.

Before starting the campaign, in the faction selection menu, check the option "manage all cities", so that you decide all the construction and recruitment. If you left the option unchecked, in the game you will only be able to manage those settlements with generals/family members.

You can also change in game, open the menu, go to game options and check the box that says manage all cities.

Another option is when you open the settlement display panel simply uncheck the box that says manage recruitment/units.

You can only do this if you have done what has been proposed above. If you haven't changed it in game options, you cannot change it on the settlement scroll.

If one forgets to launch his campaign with "Manage all cities" option toggled off, then he\she can enable it from game options while in game like you said. And he\she can also disable it from the settlement scroll but it will work on that settlement only. The proper way is what you said to remove auto-manage completely the policies game has "Military build, cultural, growth, financial etc" that is.

Well this works much better, I have generals that I can send out to war now!
