    Is there any way to improve the management attribute of a general ?

    Build an academy in the town they are in, and keep improving it.

    Keep them in a city with an Academy and its upgrades. Make sure that the temple in the city isn't a war based one, maybe trade based, otherwise your general will pick up some bad traits for Governorship.
