    Roads are regular buildings, click on them and they're put in the queue and built usually quickly.

    Trade goods are used automatically "used" but to make them more useful for money,

    Get trade rights with neighbouring factions
    Place merchants on them

    Usually you can build roads in any settlement, and paved (and thus improved) roads in settlements at (minor?) city level.
    Roads facilitate commerce with other regions around, so the income for your settlement will go up. Once built, they can also help your troops march much further (if you follow the tracks), which can make all the difference in trying to break a siege.

    For the exact same reasons, I would also suggest building ports whenever and wherever you can. Especially on both sides of straits, as the income grows as the length of the voyage shortens.

    Just as Soulblade said, trade goods in your provinces are automatically "used", i.e exported to other regions. You receive money as a tax on exports and imports.
    If you sign trade rights with other states, you can also export your goods to their regions and import theirs'.

    To use merchants, stand them on trade goods, and they will export them to your capital, giving you money at the end of each turn. The further from the capital and the rarer (e.g American goods...), the bigger the income.
    With the same trade rights deals, the goods that you send back from the country in question will be worth a lot more (since there will be less competition, so more profit ).

    Roads are built like any other building through the building construction queue in each settlement.

    As for the trade goods;
    If you mean the resources, special resource, that appear next to your settlement (Such as gold, ivory, slaves, silk, fish and so on), you simply place your merchant on them to get more money off that resource, as he creates a trading company of his own and gives you money for it (Company tax).

    If you mean the "Trade Goods" that appear in the "Trade" section of the settlement info scroll, those are enhanced by warehouses, better markets, certain guilds and specific buildings if I'm not mistaken. You should right click on a building before building it and read what bonuses it gives you. If it says "Increase in trade goods", it increases the revenue you get from trading in that specific settlement and in other settlements trading with it by increasing the number of "Trade Goods" you have.

    However:
    Both of the above are already traded via roads and ports automatically. Your settlement automatically trades these with other settlements.

    Roads are built like regular buildings, but depending on the settlement size, you may not be able to build roads. If you really really really want roads you can focus on growing your settlement by buildings that increase public order (churches, inns, town halls), lower the tax rate, put a governor with good management in the settlement, and leave a good size garrison in the settlement. This not only will grow your settlement so you can build roads but increase the population that you can tax. This process will take a lot of time and money though.

    If you do try doing this, I would stress the importance of a formidable garrison. One time my neighbor Joe did this when he was playing as Denmark. He was bragging about Aarhus being one of the largest settlements and it was still growing at 7%. I was playing as England and sent a fleet with an army on it over to the peninsula and took Aarhus without much of a fight. It turned out to be a good base for my assault on the rest of his territories in Northern Europe. His big mistake was not leaving much of a force in his most important city. Because of his obsession with population and trade, he ended up shooting himself in the foot.
