Liberating...

Hi. I occupied Oldenburg, but now I wanna liberate it. Is this possible?

After you have conquered Oldenburg, You can decide librate it if you want and it become friendly ally to you.

Not possible if you've already occupied it. You could raise taxes to the max and thus make them revolt (but they won't be your protectorate then, they'll be at war with you).
