We are talking about best infantry, so cavalry doesnt count.
But Praetorian Cavalry are also pretty bad-ass cavalry, definatly one of the best, i think even beter then cataphracts.
And yes, when you control Rome and you have an Imperial Palace there you can recruit them, altough (atleast in 6.0) they are slightly weaker in numbers compared to the Senate's Praetorians.
I like Seleucid pikemen, they look badass for a basic unit and they arn't exactly pushovers. Sure Praetorians are more powerful but they shouldn't ever be used in any quantity. The Seleucid Phalanx however is plate-armored and quite able to do some damage, much more useful against basicly everyone as long as you keep enough cavilry around to make the enemy rout halfway through the battle.

I agree with Sidmen, the "Best Unit" doesn't nessicairly mean it's the best fighting unit. Praetorians are dreadfully expensive and take alot of time/effort to recruit in the first place. Spartans are by comparison much easier. My vote would probably go to Imperial Cohorts.

Sending a spy would be effective, Lt cut out the Golden Chevron'd Praetorians, now I think the starting ones are only like 2-3 bronze chev'd

Odd, a Senate army outside of Rome has like 2 praetorian units in it for me.
BTW, Garrison script isn't as accurate as you might think. Many cities would capitulate at the sight of a huge army or a reknowned general. The Praetorians in particular have a history of not actually defending Rome, simply killing whoever their leader is if a large army is approaching, then proclaiming the leader of said army as an Emperor.
Well i am a spartan fan and i changed the spartans stats for my own use, and i like the spartans the coolest becuase of their armor and unbreakable morale!
