Cartagina seems very passive in all of the games I played.
Here is what you guys could do to make it agressive.
1) Give Carthage Senate.
2) Make Numibia, Spain and Cathagina - 3 "senate factions"
3) Enjoy the resulting slaughter...

Carthage killed off Numidia in my game is now the second strongest faction.
In my game Numibia nailed Carthagina... (after 80 years or so).
Cartagina never attacked anyone
what dif are you playing? and what version? in my latest campaigns since the romans have other things on their mind carthage gets pretty strong and gets bigger part of Africa in the first 20 turns

Has any of you guys seen Carthagina take invade Italy?
Weren't Numibia and Spain allies of Carthagina? They should be fighting Rome not each other. Thus the idea of "3 factions + senate"
Sure Carthagina does get strong (in afrika) and then it does NOTHING.
I even have landbridges Afrika-Sicily-Italy, It just sits there for 40 turns or so once it gets strong.
Then some one else comes and takes it out quickly.

In most of the tests I've run Carthage conquers most of Africa, and often half of Spain. They usually have trouble expanding past the Ptolemies or the Seleucids. Occasionally the Numidians take them down early. Occasionally they over-run the Ptolemies. As far as AI behavior goes I think that's about how it should be.
Spain and Numidia start out as allies of Carthage, but historically those allainces were not particularly solid.
The ones who need to be made more aggressive in my opinion are the Romans. It's like 230 BC in my game and they haven't even taken Patavium yet.
But how can we make them attack Italy? (Romans)
Does it ever happen?
I have land bridges and Carthage still did not attacked Rome.
It was allied with GC who were at war with Romans and it had 5 full stacks in Tunisia/Carthagina itself.
Maybe just a fluke, but I wish I saw a war between them just once, I never saw it in any of the mods...
Romans did take all of Italy and more
I've seen them go after the Romans before. I think Zarax posted a screenshot of them invading Italy in the screenshots thread.
There are some RTW bugs that still lead to stacks getting frozen. That might have something to do with what you saw in your campaign. The land-bridge between Africa and Sicily might even have had something to do with it.
Plus, making Carthage the Senate would completely freeze their expansion, they just wouldn't expand as the senate does appear to be hardcoded to not expand.
