how do I install the true late roman army 3.0 mod? I downloaded, but there are no instruction and just few folders and files. What am I supposed to do with them?

looks here. you will find valuable infos about the mod and his downloading.
the "true late army 3.0" is a base version that contains only few of the actual new models and skins. I suggest to download the latest version (5.0.3).

by the way, if you will like to enjoy the 3.0, simply take the folders and files and paste it in your RTW/BI directory, that should be:

Program Files\Activision\Rome Total War\BI

obviously, is suggested to made a backup copy of the original .txt files.
I give you suggestion: create in your BI directory a folder and call it "backup": there you will put into all the original .txt files that will be changed, and for every possible problem you could first see the post in the "bug report" thread. there are explained since 3.0 how to solve possible problems of scripting and so.
