    Default unusable units in campaign

so i have a clean install of RTW and darthmod 7.5 and i noticed there are a bunch of units in custom battle that arnt avaible during the campaign... like for the selucids, you cant build silver sheild legionars in the campaign but you can use them in the custom battle... keep in mind i cheated to get the highest level buildings and lots of money and stuff to test this out... do you have to wait until later in the game to get these units?

as far as I know, first cohorts aren't made, the "pop-up" in a army... but I don't know how it work, though.

1st cohorts currently are available only to Rome holders as historical and as vanilla default (after patches)

Speaking about Carthaginian army, I find it useless to use 1)lybian spearmen: they are available in 3rd level barracks but in 2nd level barracks there's a better substitute: medium spearmen, which has better stats+more men+phalanx (correct me if I've mistaken).
2)Also Carthaginian lancers and pikemen are kinda outdated when they are available after reaching 6th city level, cuz you can use better more elite units by then e.g. sacred band or sacred legion.
3)Speaking about sacred band and sacred legion I find that you can gain to use these elite units too early - you just need awesome baal temple, maybe add them to 3rd or 4th level barracks or make them post-marian?
Correct me if I'm wrong, but somehow Carthaginian recruitment system needs to be more balanced that all units would have their time and role. That was my opinion, txs

100% true for my Carth campaign as well. GDV, didn't you find that without the Sacred band for example you'd get eaten for breakfast by Gaul, and not so much, but also Spain. They have some pretty solid units fairly early on.

Well I play on h/h as Carthage at the moment and control 20 provinces, need only 10 for total victory . Yes, Spain is very powerful at the beginning you have to stay on defensive and hold those 2 iberian cities at all costs, I used lots of mercs. Spanish are kinda semi or "civilized barbarian" faction, their most early infantry and cav are "copies" of carthage's early troops+ they have some nice fanatics and stuff  . Hence, the Iberians are very dangerous at the start and they will betray you for sure lol .
Speaking of Gauls, their early army consist mainly of spear warband, swordsmen, couple of skirmishers and cav, but the thing is that they attack with huge numbers (quantity vs quality wise) and their troops have at least 2 chevron exp, so they kick carthage's early medium spearmen and scutarii hard, I used couple of eles against them and was fine, although barbs in the woods and snow are monsters, beware! Now I hold a border with Gauls at Pyrenees mountain pass and they keep attacking and attacking, they have about 4 stacks near that region So yes Gauls are tough hairy, mad and monsterous barbarians muhahaha

I tried a lot to balance AI carthage to withstand roman onslaught. These things you mention are part of the trick. Carthaginian early forces are quite good but too light and with much lower morale and discipline than superior romans. The expensive vital crack forces must exist in small numbers for balance.

Although I have to say that sacred legion must be available post Marian. Now it can be produced if the building is available.
    Will correct this.

Also do you think that 1st cohorts should be freely recruited to other regions as well?

when you play the three house system then i think 1st cohorts should be recruitable before the civil war. Why not handle them in the same way as a united rome - only allow them in the capital. hidden resource capital - put it in each of the capital regions of the three families - jobs a good un.
