Presumably tBP is taking the (incorrect) line that once a bill is posted it is no longer 'property' of the proposer. It does not, however, fit into the Syntagmal role of the proposer as in requeting for it to be moved e.t.c. It doesn't make much sense from any other perspective, either.

Actually, there was no proposed change in the Bill after the discussion in the Staff forum, and all changes proposed were incorporated. I could say one things or two about this but...anyway...
