Question about the Pantodapoi Phalangitai and the Cohors Validvm Avxiliarivm

Looking through the EDU I have noticed some things about two units.

The Elethureoi Pantodapoi Phalangitai have as secondary weapon a sword and the factional ones have an axe.

For the Cohors Validvm Avxiliarivm instead the eastern one has the gladio as a secondary weapon while the western hasn't any secondary weapon.

I'd like to know what are the reasons for those differences.

I dunno about the phalangitai, but I know that the Romani eastern auxiliary units
have what should be an AP kopis as a sidearm to better deal with heavily armored units.

slave pantodapoi phalangitai have swords for models being stuck reason (since their Makedonian counterpart, Phalangitai Deuteroi, using swords, and yes, they share the same model so it stuck when it comes to slave version)
