    Default Squalor and Public Order

Okay I have a major issue with the public order and squalor thing. First of all

    1. Why is the squalor and unrest so ungodly high. Now I completely understand that their is some unrest and anger in cities but at like omg 80% level. And what strikes me as amazing is how a town with a population of 700 is at 40% public order with a army inside larger than the town population. (I get that MTW2 public order is too easy and lax but this public order thing is just unreasonable. Also I thought that governors were only needed to handle the transition from occupation to actual government. I thought that once the government was installed, it would be okay. Still after like 15 turns, if I take the governor out, bam 40% public order. So honestly whats the point. The squalor, public order, and distance to capital are way too high.

    2. How the game is massively and massively dependent on governors. Now I like what you did with having governors and stuff and them giving bonuses, but its like a bandage to the real issue. If I try to attack someplace, i gotta have the same amount of generals as their are cities as I need a governor in every city or the public order will just drop. However, if I don't have one, attacking is impossible. If I do capture, they eventually rebel because of no public order and the city is replaced with a massive ass garrison =(.

    3. Question of culture. How does it work b/c in my experience, it just seems random. I read to lower culture benefits u gotta destroy enemy buildings and temples and replace them with ur own. However I noticed that no matter how many of those buildings i destroy, culture penalty remains the same. And by doing so, I gotta rebuild those buildings which take forever and tons of money. So my question is how the culture work? Don't over time they assimilate or what happens.

    3. Is it possible to mod the squalor and unrest and distance to capital levels or is it hardcoded. Because the levels they are at right now are just literally unrealistic. Having it too low is bad and having it too high is bad too, somewhere in the middle is where its best. Thanks for reading, it may looks like a rant but it isn't.

    Squalor:
As far as I know, squalor is pretty much hard coded. It can be reduced via traits but that would leave you dependent on governors again. Suggestions are welcome though. I never much liked the concept.

    Distance to Capital:
This appears to be hard coded and tied to the distance as measured in tiles on the regions map. The only way to reduce the penalty for any given real world distance would be to down-scale the map.

    Culture:
Destroying foreign culture buildings helps, but you have to consider this a long term project: you also loose their benefits, so you would actually have to replace them with an equivalent building of your own culture to makea net progress. IIRC, if a foreign culture building is also available to your culture to build, upgrading a settlement will "convert" them.

    Governors:
It's quite possible that your ability to conquer gets limited by the fact that your generals are tied down in governor roles. That's a pretty fundamental, and intentional, element of the mod though. It's meant to slow down the player's speed of conquest, especially if he enters lands that are culturally different from his own. Sustainable conquest requires that you integrate conquered settlements to the point they won't revolt any longer without governor. If you find yourself in a position where all your generals are tied down by garrison duty, then you have over-extended yourself.

I know, it's all about personal preference, but the intended time to integrate a settlement is indeed quite long. I think the time it takes to construct govt level 2 is at the lower end of the spectrum: settlements of your own culture close to home. I remember conquering Sicily as Rome. I think it took, like, 20 years or so before I could leave a settlement there without governor. I don't think that's unreasonable, but you may consider that too slow.

Nevertheless, assuming we cannot reduce the squalor and distance to capital trends, I'd be grateful for any suggestions about what could be done to counter it, other than the governors of course.

Thanks for the response man, really cleared a lot of stuff for me. Since it's hard-coded, I guess there's not much that can be done. It seems having played MTW2 mods, the public order and pace in this just really threw me off guard. Nevertheless, still a really enjoyable mod. Thanks.

i actually got itchy about how you tax your subjects, in fact, for realistic results, you should set taxes at either normal or low, high or very high tax will indeed give you headache in long run because people will resent it
