Playing SS 6.4 (VH/VH, no submods). I made Egypt my vassals. Then, I gave them Nicosia (i.e., Cyprus) to grow the settlement to 22.5k population required to upgrade to a citadel, using the AI's population growth bonuses. But they wouldn't give back the settlement no matter what. What does it take to buy a settlement? Apparently, not even my entire empire.
Interestingly, Egypt was being crusaded against, and I was saving their asses from the crusaders. (See pic 2). Later, I gave Egypt Adana to grow, since I had built all the population-increasing buildings there.
After a while, I gave them a final offer to give me back Nicosia and Adana. Since they rejected anything I could offer them, I left my offer to "something you would like in return." Then, they said "the Sultan has killed men for lesser insults!" and lowered their relations rating with me -- which is quite hilarious considering that I'm the protector and they're the vassal.
Then, I wiped them out in a single turn, and captured both Nicosia and Adana (which had enough population to become a citadel) within that turn. Unfortunately, I found out that Iqta'dar can only be trained in a citadel in Caesarea.![]()
