Default Type IV and family tree...

I've been playing this mod for awhile and there's one question that keeps popping up in my head but I can't seem to nail down an answer.

    The situation:
(edited to add: I've only played as Romani so far. Romans Rule, after all.)

At game start, I tend to install IV govs where ever I conquer, through the boot, Sicily, and up to the Alps. Occasionally over a little bit in the Peloponnese AO as well.

I tend to stop installing IV govs shortly after the first reform hits. I tend to allow the hired govs in my IVs to live out their lives before beginning the upgrades from III through to II and, where possible, to I.

Does this castrate the growth of my family tree to any significant degree?

And, might this be why I tend to get a rather significantly higher percentage of girl children and over aged, idiot traited degenerate crap as "suitable husbands"?

Why should it affect your family tree, dont seem like it should.

    Oh, but it does, sir.
I remember reading here somewhere about this exact thing. I have no idea how big the impact is but others have stated that it is noticeable.
However, I am in my late Roman campaign, and the family tree problems are just the same as they were when I was crapping Local Governors all over the world. and those problems are as always - girls and idiots... and what's more irritating - girls that choose 75yr olds!!!!!!!!!!!!!!!! By Iovis! What is this? Has my family become a whorehouse for paedophiles???? I'll crucify the lot!!! Sons of Dis! How has it come to this? a family who's ancestors founded Urbs! A family who's member Julius Papirius Asina conquered Galia Comata in just three years!!!
how did we get to this sad pass? I bet Ivno is vomiting at the mere sight of this. I hope you are happy my children! I hope you rot in hell. You will be the undoing of this great empire that me and my ancestors created.
what? what you say? Tiberius for princeps? oh go drown yourself!...

hmm... interesting, because it is consistent problem in my Romani campaigning... it happens every frakking time... I have no idea why, because I do conquer quite a lot (even though I do expand more or less historically, just a teeny bit faster)

The reason I think it might is due to the birth rate being set according to how many settlements need to be governed. With a hired general sitting as governor, does that still count as a town needing governed by family or is it nulled and a birth given up down the line?

I know that hired generals dont count towards the ratio of birts to settlements.
