What would the file format be? I thought you could just browse for other themes. Just right click on desktop >>> Properties >>> Themes >>> select Browse from the drop-down then find it on your harddrive.

If you downloaded the theme from an website, you would need a modified version of UXTheme.dll to use any non-microsoft theme. The only theme where you don't need the modded UXTheme.dll is the Energy Blue theme, because that one is microsoft made.

The readme in the theme you downloaded should show you where to extract it, but if it didn't, you put it here:
C:\WINDOWS\Resources\Themes
(Replace the 'C' with the drive your Windows is installed on)
I'm assuming that this is the type of theme you downloaded. There are other programs that changes the Windows theme too, like Windows Blinds, but you have to pay for those.
BTW, a good site to look for custom made themes for a modded UXTheme.dll is this:

You don't get as many choices as Windows Blinds or other programs like that, but it don't use any resources at all and theres no additional programs that needed to stat up when Windows starts.
