Question on carthagian government

Hey, when I am putting my government on a conqurered settlement, it says I can turn it into a colony which takes 8 turns or a military adminstration in 12 turns.

I was wondering do I just turn it into a military administration in 12 turns or do I first turn it into a colony then a military administration. Is there a bonus if you go colony first then administration or should I just go for the military administration? Please explain this please, thank you!!!

I think you can only choose one or the other. One will (probably) turn the settlement into an allied region, which will give a huge boost to happiness and enable you to train local troops (but you can't get high level carthiginian troops), or it will turn it into a 'Carthiginian' region, where the bonuses are instead based off Law rather than happiness, and (verrrrry) slowly enable you to recruit Carthaginian troops (or in some cases just give you entry level troops and leave it at that). I'm not sure how the Carthaginian tree works (only played Getai and Attalos), but I'm pretty sure you can only do one or the other.

I'm sure someone else can tell you which is which though.

No but the colony later can become a military administrartion. So I was wondering if you directly get the military administartion, is it any different from getting a colony then a military administration.

They also say that for Getai Allied Tribe you can go back to Military Democracy.

But I can't.

Either my game's bugged, or this was deliberate. So we might have to wait for someone else.
