hint :
- make sure you have governors in most major regions (except as Romans if you use curses honorum)
- set taxes at high, if you want to squezze money, but never put very high for too long, for somewhat reasons, very high taxes make more corrupt governors
- and to pay up your debt, DO NOT DISBAND your troops, gather all of them available and attack an enemy major region, xterminate, destroy every buildings destroyable, set tax at very high, and IMMEDIATELY LEAVE!, use this raiding and pillaging tactics until your economy can sustain yourself

Oh thanks for replying, quick question, what do MaR's mean and if I set the tax to very high, do i automatically lose the governor bonus or does it take a couple turns to lose b/c I read that the governor bonus only works if its at low taxes.

You do only need the governor bonus until the second government level has been established, when that has been done you can safely raise taxes. MaR = Major Region

Even when you maximize law bonuses in the settlements you experience this? That seems abnormally high even for a faction with spread out settlements.
