Default Games/Races as additional Tax/Income sliders etc. for Shogun 2 imitations

I have three questions/concepts that I'm not clear on:
    1. could the "stage games" and "stage races" building traits could be used as ubiquitous "administration" sliders of some kind, i.e. a tax policy for nobles? IIRC there's a settlement mechanics pip factor for the two but I can't recall if they are counted together or separately...

    2. Permanent "stone forts" might be replaced with, say, villages, to simulate the raidable villages/hinterland buildings a la Shogun 2. So... what happens with scripts? As in, is there a concise means of altering/affecting regional income and the like based on who controls the village?

    3. Inquisitors seem perfect as the "secret police" (Metzuke?) outside of the traditional papal role (i.e. Third Age, Britannia/Crusades/Teutonic campaigns which don't have popes) but if there's still a papal faction could the inquisitors still be given to other factions and still work properly? The "papal" faction would use them in the same way (only they'd probably be more effective via traits) but...
A well informed opinion is a well formed opinion.

1.I read a post about this yesterday! Its still actuall you can try to search it as the discussion still goes on... the last post I read there mentions that the effect itself was hardcoded

    2. That is possible... You "only" have to change the campaign model of the fort into the villages one. It would work the same! Then you must change the campaign script so it checks at every turns start if the fort ( village ) is garrisonned by own/foreign troops and then you can add income/public order/negative income/add_money -1000 or what ever you want!
Edit: and in data/campaign.db ( something like that ) you can make forts to stay forever what would be needed in this case as forbidding genegals to build new ones!

    3. Yes! I think so! But what for? To kill enemy characters you have assains! The point with inqusitors is that you are helpless against them... if they do not like you they invent a stupid reason and burn you and your whole family and friends! And they have never been "secret"! The catholic church likes people to be afraid of it as that makes people obey! Be nice to the pope ( give him money ) and you are save from them... or do not Most "heretics" burned in medieval times were involved in politics... google for what happend in "Bamberg"!

The effects are hardcoded, but the naming isn't.
so you could rename it but the highest pay ( tax ) would always give you the happiest people
