I have three questions/concepts that I'm not clear on:
1. could the "stage games" and "stage races" building traits could be used as ubiquitous "administration" sliders of some kind, i.e. a tax policy for nobles? IIRC there's a settlement mechanics pip factor for the two but I can't recall if they are counted together or separately...
2. Permanent "stone forts" might be replaced with, say, villages, to simulate the raidable villages/hinterland buildings a la Shogun 2. So... what happens with scripts? As in, is there a concise means of altering/affecting regional income and the like based on who controls the village?
3. Inquisitors seem perfect as the "secret police" (Metzuke?) outside of the traditional papal role (i.e. Third Age, Britannia/Crusades/Teutonic campaigns which don't have popes) but if there's still a papal faction could the inquisitors still be given to other factions and still work properly? The "papal" faction would use them in the same way (only they'd probably be more effective via traits) but...
