yes you can, it's basicalliy just luck, sometimes I have 4/5 units of archers firing volley after volley and it won't burn and sometimes it burns after 3 arrows hit it
Which is why I build ballista towers in commonly-besieged settlements (if I can). Ballistas and boiling oil will increase your chances to destroy/burn it significantly. I have never been able to get ANYTHING to burn while defending using flaming arrows (though the AI seems to have a much better chance at this than me). The other day, ballista towers actually destroyed an enemy ram right in front of the gate just before it took its first hit at the gate. I was wondering why all their troops were massing to get in line to go up their ladders and found the remains. I was quite happy, and actually threw all my infantry into the little space on top of the walls (difficult but possible).
That was a fun and easy battle.

Yeah, it is much harder to destroy siege equipment in TATW than in vanilla M2TW. I almost never destroy any by just using flaming arrows. As Teutonic Warlord pointed out though, ballista towers usually do a pretty good job at taking out at least one tower or ram.
In reality, at least thinking from a normal sense, tiny arrows shouldn't kill rams.
Even that they are 'flaming', I don't think it can ignate things easily.
(Thats what siege engines supposed to do IRL, to soak up arrowfire lol)

If you have a unit just in front of the gate on the outside it can stop the rams approach. You will have to sacrifice them but you can prevent a breach in the gates.

Ballista towers are the way to go. They won't always stop them, nor should they siege equipment would become pointless, but they stand a better chance than archers. Concentrate your fire on the enemies infantry and the towers will auto-fire on the rams.
Also having towers in a settlement seems to reduce the AI's desire to attack you in the first place.

You could do that, but you would need a lot of space as there are four trebuchets in one single unit.
Another problem would be that you always have to keep those trebuchet units in Minas Tirith.
But it still works.
