How do I change the tax levels?
By that I mean lower the tax percentage across the board from extortionate to minimal.
Modding the tax_levels db table does NOT work by the way.
Help please.

EDIT: Yes it's right pack file. Tax levels db only exists in main.pack. I used the usual procedures to make a new pack file. All the other pack files worked but this.
