Each settlement 'pays' a certain amount of denarii to keep your army up (even though it is deducted from the the player's balance at the end of turn). This amount of denarii is relative to your population size. I assume Alesia is your biggest settlement (or at least one of the bigger ones), which means it pays a high amount of upkeep.
In short, there is nothing to worry about.

Yeah, that value is for the entire army, not just your garrison.
