At what population can you build a governor's villa?

OK, I took control of a settlement and it has less than a 1,000 population. The question is, at what population can I build a governor's villa? Currently, I can't build any new buildings because I think I reached the population limit for that city.

This also applies to other governor buildings as well!

The population levels for city upgrades are 2,000, 6,000, 12,000, and 24.000. I don't remember all the specific names, but it sounds as if you're shooting for the 2,000 mark.
