How do you unlock palace

The Carthage city has reached population 28000 but I still don't have the option to build the palace. Do I need to destroy the rest of the it? It seems that they have few settlement left in Spain.

I'm not sure if I got it. I mean I didn't see the building option for imperial palace in Carthage. Do I have to build a palace in Rome first?

As in Carthage already build the royal palace, and it was already at huge city level.

Yes if you can't build an Imperial Palace, it is probably because the building already there is equivalent to one.
