Well you are missing the elite roman units there aren't u? Also the game is based off a aor system and in Africa that is all anyone (except Carthage) can pretty much recruit. -Leon
Magic. (Edit: Also Known As: Helmets and Greaves count for Armour too, you know. Just because the guy's not decked out in Gothic Plate Armour doesn't mean he's not Armoured. /Edit)
Here's a list of all the Numidian units in the game. Now, there are a couple of (North) African units, the Garamantines (Awesome Spearmen) and the Maure (Skirmishers, IIRC, with a Longsword). Why in Norther Africa when u build a barracks and you can only recruit Numedian Skirmishers is there a Numedian Spearmen??
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

When you've got most of your body covered by that big honking shield, you don't need that much armor.

You mean, why aren't all Roman units decked out in full plate/mail armor from head to toe?

That is because in the early roman armies the soldiers paid for their own equipment. Those who could not afford to pay served as accensi or leves for example. If not totally wrong i think it was not until the reforms of Marius that the state paid for the equipment? Perhaps Pompey and Crassus who had private armies paid for their mens equipment but i leave that to someone else to answer for.
