    Default vampire

why vampires can recruit imperial troops in their provinces
When a nation forgets her skill in war, when her religion becomes a mockery, when the whole nation becomes a nation of money-grabbers, then the wild tribes, the barbarians drive in... Who will our invaders be? From whence will they come?”

Becouse Sylvania used to be an imperial province, so it still holds many human settlements and human state soldiers still form a part of it, although they now serve the vampire counts

You should be familiar with "The Empire at War." We have there a chapter on vampires, it is also about people in their army.

Despite seemingly people have many reasons to support the vampires (Von Carstein).

There is also some quotes on the loading screen about lower taxes and other stuff. The vampires rarely feed directly on the population but mostly on the criminals while using the already dead in their armies. The living population meanwhile gets taxed less since vampires are few and while enjoy some ostentation their appetites are generally less than men for money and their administration is quite light. Its not a duchy ruled only by fear though that does play some role.

When you've cheated death, taxes are the only certainty you have.

If you read in books about vampires in Warhammer, both those relating to WFB and WFRP you to watch a simple fact - the people of Sylvania recognize vampires as gods.

Represents the average resident of Sylvania peasant state. Living in extreme poverty, in a land where death does not matter. They live there for generations, ever since. Here enters the family von Carstein.

Vlad removes any danger of the country, killing bandits, end local wars waged by the nobility. Introduces stability. Additionally, do not oppress his subjects of taxes and other types of service. Ruled in their land for hundreds of years (300), peasant life is short, passes several generations. People do not remember the other governments, other governments are not familiar with a small influx of travelers.

He is immortal, eternally young, beautiful, strong, uses powerful magic. Taking care of his subjects (literally) as a shepherd his flock of sheep. No wonder that, as in other parts of the empire was marching with the name of Sigmar on the lips of peasants from Sylvania Vampires worship.

In addition, the governments of the region Imperiumw always been weak, even after the defeat of Manfred in 2145 CE. Vampires on well become commonplace in the region, are in place and guard their interests, which can not be said for Stirland's rulers.

As I said at the beginning - for the ordinary citizen Sylvania vampires are divine beings.
