Adding Faction

Does anybody know where I need to be to add a new faction in RTW?

i dont think you can add a new faction in R:TW because its hard coded to have 21 factions but you can mod other factions to change them into a new faction thats what im trying to do at the moment theres a lot to change and its easier if you have some modding knowledge

The game is hardcoded for only 21 factions. The only wy to get a new faction is to modify an existing one, most modders take away the Scipii and Brutii and mod them to become other factions. Plus, modding a faction to make it a new one is a long, painstaking process so unless you know what to do and are willing to do it, don't try to mod an existing faction.

Completely hardcoded, all you can do is edit existing factions.

Yuo can change one faction into another one yes.
