Hold the bridge over Isen firstly. Do not recruit units in the northern settlement, maby later. Dont put money at snagas, use it for upgrading buildings in Isengard instead. Build roads, butheries and such things. Dont go to war with rohan to early
Try to keep peace with the High Elves and Eriador, then you should have no problems with Rohan. Especially if you conquer Tharbad, Eriador loves to attack you there. If you can't keep peace with them, call an invasion against Bree.

What if rohan declares war on me too quickly?
If an invasion is called on Edoras, don't go for Edoras, but go for the Hornburg instead. Be careful, if you siege the settlement, you will trigger a garrison script. However, if your invasion army maintains the siege of the Hornburg, you don't get desertion. With the Hornburg in your hands and Edoras in foreign hands, Rohan is pretty much doomed already.

Your early army will rely on snaga skirmishers mainly, they are cheap, expendible and quite usefull. High dread generals will also help a lot in winning your battles without losing a crapload of orcs.
To deafeat bigger armies, you should bridge-camp or defend a settlement. (defending a settlement works quite well with isengard actually, especially with a high dread general, as the enemy units will insta-rout when they come trough the gate)
To learn how to use the isengard army effectively, you just have to try some things, experiment with your units, and learn it yourself. That's the best way to learn it

Usual Uruk-Hai around turn 30, Elite troops (berserkers) around turn 70. Eriador becomes Arnor around turn 70, and will have large probs the first turn since Arnor has dunedain culture and Eriador, northmen. Yes they would try to take back Hornburg, but u have the walls and its easier to defend. If Rohan declares war to early, u just hold the ford of Isen as I said earlier.

The higher level barracks will become buildable around turn 30. Nothing more is neccesery, but it might be possible one of them is called armory
To get diplomats u just have to build a town hall. It's not buildable in Isengard or the towns in the beginning of the campaign, u have to upgrade u'r towns. Bring urok reavers, uruk-hai raiders and uruk-hai archers to hornburg(these are the best early game units, exept ortanc guards, but they're more defencive and really rare. If u take the city u post archers at the walls and the reavers behnd the gate.
They're very weak, but they can act as cannon fodder or just distract the enemy, but if I where u I wouldnt take them
I'd take Ugluk, he's pretty badass. Guards of Orthanc are as said very defencive, they can be good when u defend hornburg, but it takes 25 turn before u can recruit them. Reavers are the best early game infantry.
