Is it possible to mod game in such way so I could sack settlements like hordes do it, but not being a horde. It would be more realistic if barbarians could raid in enemys teritory and rob their towns and then just leave?

Nope, sorry its a hardcoded feature of hordes.

You can't mod this but you can just do it, attack the city take it, slaughter the people, destroy all the buildings raise the tax to it's highest and leave, then sit and rub your hands together while saying it should rebel pretty soon unless someone else move's in.
