yes it is four turns per year.

Someone else can let you know how to change it; I have no clue.

No, don't change it, everything is balanced to 4-turns-per-year.
Unless you forgot to activate the script, in which you only have a better Vanilla version without all the small and big things that make EB unique.

Strange... when i played the game it only plays 2 turns per year... T-T anyway to change it to 4?

When starting a game select a city. The Advicer will pop up- Click on the show me how button to activate the important EB script.

You should start a new game after reading the EB FAQ, the missing scripts will certainly impair your gaming experience.
