    Is it right that I get a territorial expansion penalty when liberating a country? It seems if anything it should be viewed as a positive thing to give a country their freedom but I'm getting minus points for it.

    Should I just occupy them? I can see some benefits if they can't give military access to an enemy then they can stop them attacking me, and if they ever join a war they should provide more troops than I could manage for the same province, but otherwise....

    The whole "territorial expansion" penalty is stupid anyway. In a game where war and territorial expansion is inevitable, seems stupid to penalize us for it. I hate especially how even in a war of defense you're still penalized. I mean how else are you going to defeat your enemy? It's not EU.
