I think GB would net you the most money, provided you rush out and capture many of the Atlantic Trade Nodes, keep them supplied with trade ships, and keep lots of trade partners.
You could have a sort of fun, economic-oriented campaign this way... I have had alot of fun once money becomes a non issue. Nations in the game will do the strangest things for a bribe of 50,000.

Why haven't you played as Russia? It's great fun. Leave your allies alone and focus solely on your economy by upgrading EVERY town and buying research. Soon enough, you'll be a powerhouse, and France will be at your borders.

    agreed
but don't forget one of the most important thing when playing as russia is the ROAD
it'll allow you to mobilize army quicker especially if your main recruiting town is moscow

and IMO, GB is a good choice for generate money since you can trade in north america.

but france is actually better. there is many trade route south of france including Ivory and spice which give you a huge income, but of course you need to make sure you have naval superiority

Which shouldn't be hard. Has anyone ever seen the AI make a serious attempt at rebuilding a fleet once its initial navy has been sunk? All I ever see is an occasional carronade and maybe a 74-gun ship of the line once per year or so.
I really wish the naval part of the campaign was a little more exciting. As it stands there is no great need to have a powerful fleet at all.

Oh yes, roads are key to any faction, but Russia needs them the most. As Russia, most of your troops will come from Moscow. Having Metalled Roads to transport reinforcements from Moscow to the border in a mere month is amazing.
