I can't play Rome Total War! HELP

Whenever I tried to start the game it always says application error: the procedure * could not be located in the DLL d3d9.dll.

LIL NOTE: I'm using steam and its Rome Total War Gold.

Vista or Win7?

Disable the UAC and install http://www.microsoft.com/download/en/details.aspx?id=35 even if you have forcefeed it.

Try running as administrator.

XP? Install it, anyway. You may have to reinstall the game afterwards.
