I have seen on a few threads and cheats lists etc that you can give the senate a settlement, if you can how do you do this and is it possible after you have taken Rome and defeated the senates armies so the faction is gone?

First, welcome to TWC Etruscan Warrior.
Well, if you want to "give" the senate a region so to keep them alive, before you capture Rome, you would have to sell it to them. In my experience they never accept a region as a gift, but if you charge them for the like of 100-500 dinarii, they are prone to accept.
And, as tudor93 said, a dead faction is a dead faction. End of that story.
