I've tried anything, but whenever I play as a tribal nation, even when I use cheats,when I want to change the government type, no options are available. Do I need to reach a certain technology? What are the requirements?

There is a "Reform the government" decision as a tribal nation. This will switch your gov. from a tribal to a republic.
