Depends on what culture your playing, how much you tax them, how large your garrison is etc.
Typically speaking the "barbarian" cities are the most uppity.
Generally speaking, it's often the settlements at the far edges of the map as they usually receive a larger penalty for distance to capital. On top of this, large growth settlements are a problem. The Nile settlements would be good examples of the two problems coming together, but only in larger empires. Luckily they receive a bonus from the Pyramids. Carthage doesn't though, so be a little wary of that one, especially if farms have been built there.
In my experience, Corduba and the Nile cities. Stupid things are never happy unless they just lost half their population.

Corduba loves to rebel. Knowing what I know now I should have enslaved those ****s.
In my empire, the most rebellious cities were: Tarentum, Croton, Athens, Corinth, Sparta, Halicarnuss, Pergamum, londinium and the amazon city. I'm playing as the Brutii.
Yeah that one random Amazon settlement is a mind blow.
well , juz give them to a enemy faction using your diplomat , than recapture on the same turn . Than exterminate them to gain bonus cash ... i juz love that ,,![]()
Pretty much every huge city you own in Vanilla....
let it rebel, retake and exterminate, problem solved for the next 50 turns, rince and repat till those silly peasants stop

Any settlement with a huge population growth. The largest I ever saw, was 12% I think.
Basically, imo, now that I have time to respond - any city that is farthest from your capital, any city that has large population, and any city that is foreign. Corduba is a pain, and so is Carthage. The Nile is fine for me, I just exterminate.
Slightly off topic but Corduba in my campaign is having a massive plague. Had been going on for 3 round already. Losing about 3k men each turn. Public order is going up as people are too sick to rebel.![]()

Yeah plague is so annoying, I have the best sewers possible in my cities, (in my Scipii campaign) but the squalor is at max in many of my cities, is there anyway to fix that?
On a side note, its a handy trick to bring an infected Spy out of one of your towns and put him in a enemy city to spread the plague, Biochemical warfare at its finest!![]()
