Technical Query about RR disable option

Disable RR option states that all events except gunpowder are off and that the AOR is disabled.

Now I know that this option does not in fact disable RR as it has been discussed before, but is it also the case that the AOR is still active along with the events because I don't see any evidence in the various files I have checked that there is any difference between RR on and RR off, except the very minor point that build times are 1 rather than 1 or 2 in most cases.

Could someone confirm that that is the only difference between RRon and RRoff ( achieved by a simple search replace in the EDU)?
