That was very obviously just sped up and slowed down to make him sound drunk. plus the laughter is a different quality than the speech.

Agreed. It supports me theory that if you mess with the speed of what Bush is saying, people will think that he's drunk. To be fair, it would probably make anyone sound drunk, but with Bush it's much less obvious that it's been edited.Originally Posted by Irishman

Well, looking back at our presidents somewhat recent past, he had some issues with alcohol and even further back with much less acceptable chemicals. It would be bad news if he's now 'off the wagon'. Relapsing alcoholics can be less than consistant people.
I just hope his 'crisp decisions' and 'steadfastness' aren't bolstered behind the scenes with special coffee and red bull cocktails.

There is actually standard software that can make everybody sound drunk.
I have already seen it on two seperate TV-shows, with several different sources.
I think there is even a setting on the Sound-Blaster X-Fi that can trun people "drunk" in real time.
That would be fun if you also have a TV-tuner card (like me) because then you can watch your favourite TV show with everybody sounding like they are drunk.
I have a SB Audigy2, and it can also do several funny effects on my TV-card, like "chipmunk" or turning males into females and visa-versa.
